Mandatory special holidays, which are divided into
- Child care leave for women.

Special Permissibility Leaves, which are divided into:
- Unpaid leave
- Parental care leaves.
- Leave for other reasons (for urgent reasons)
- Medical Leave
- Partial secondment
Mandatory Leaves:
The entity shall respond to the leave request after fulfilling the conditions, regardless of the work conditions and needs.
Permissibility Leaves
* The entity may or may not respond to the leave request according to work conditions.
Special leave while studying:
A faculty staff may be licensed for urgent reasons to take a special leave with or without pay while studying for a limited period not exceeding three months, and this is by a decision of the university president after taking the opinion of the dean of the college and the relevant department council (Article 93)
Leave procedures while studying:
- A request for a leave stating the reason for requesting the leave and who will work during the leave.
- Department board approval.
- The approval of the dean of the faculty.
- The approval of the university president.
Spouse escort leave
The leave to accompany the husband or the wife for the faculty staff and their assistants became a mandatory leave after the ruling of the Supreme Constitutional Court that the Supreme Court was unconstitutional Article 89 of Law No. 49 of 1972, where it was stated with this
Article: It is permissible for a husband or wife to accompany a faculty staff. Accordingly, the provision of the first paragraph of Article 69 is applied, which states: If one of them travels abroad for work or study for at least six months, the husband or wife shall be granted a leave without pay, and this leave may not exceed the period of the husband’s stay abroad, and this provision applies whether The traveling husband is a worker in the government, the public sector, the public business sector, or the private sector, and the administrative body must respond to the husband or wife’s request in all cases.

Regular leaves for faculty staff
The annual leave for faculty staff begins after the end of the work of the end-of-year exams in their faculties or institutes and ends before the start of the study in the new academic year according to what is decided by the University Council, except for faculties and institutes where work continues during the mentioned period. Dean of the college or institutes (Article 92)
Procedures for regular leaves for faculty staff
- Leave request.
- Department board approval.
- Approval of the Dean of the Faculty
- In the case of permission to travel abroad, the approval of the president of the university is required.
How to calculate the ordinary leave?
- It is not permissible to grant an ordinary leave to a faculty staff or the teaching assistants until after 6 months have passed from the date of receiving the work.
- 15 days in the first year.
- 21 days in the second year.
- 30 days for those who spent 10 years in the service.
- 45 days for those aged 50 years and over.
- The basis for calculating ordinary leaves is the Gregorian year.
Sick leave for faculty staff
Every three years a faculty staff spent in service shall have a sick leave with full pay for a maximum period of one year. If he is unable to return to work after one year has passed, it may be extended by a decision of the university president for another year with three quarters of the salary.
The university shall afford the treatment of faculty staff who fall ill due to work after the approval of the university’s medical committee (Article 94).
Unpaid leave
Teaching staff assistants may be granted leave without pay in implementation of Article (53) of Civil Service Law No. 81 of 2016 on the following:
(The competent authority may grant the employee an unpaid leave for the reasons indicated and estimated by the competent authority and according to the work need).
Required documents:
- The request of leave, explaining the reason for the leave.
- Department and faculty approval.
- A certified proof of the reason for the leave (if any).
- Acknowledgment of not working.
- In the event of non-travelling, a declaration of that.
Special leave without salary
A faculty staff may be granted a special leave without pay, in implementation of the text of Article No. 93 of Law 49 of 1972 on the following:
(Taking into account the interest of the work, a faculty member may be licensed for urgent reasons to take a special leave with or without pay while studying and for a limited period not exceeding three months, and this is by a decision of the university president after consulting the dean of the faculty and the board of the competent department.)
Required documents:
- The request shall indicate the reasons for the leave.
- Department and faculty approval.
- Declaration of non-travelling, if any.

Law 81 of 2016:
1. Article 53 Paragraph (1):
The husband or wife, if one of them travels abroad for work or study for at least six months, is granted leave without pay for the duration of the husband or wife’s stay abroad. In all cases, the unit must respond to the husband or wife’s request.
The resolution of the University Board session 25/2/2019
Granting a faculty staff or their assistants leave without pay to accompany the husband/wife with permission to work when the necessary conditions for work permit are met, in light of the ruling of the Constitutional Court that recommended work during the leave of the companion that he is qualified and capable of.
In the event that a faculty staff requests an accompanying leave (for the husband or wife) who does not hold Egyptian citizenship, the applicant must submit a statement from the General Administration of Egyptian Passports and Immigration that the foreign (husband / wife) has permanent residence in Egypt before traveling abroad, otherwise the granting of grants will not be approved The leave based on the letter of the General Assembly of the Fatwa and Anatomy Departments (Council of State) on May 10, 2000,
In the event that a faculty staff requests an accompanying leave after obtaining a scientific assignment or a secondment, it is not required to receive his master to work and then agree to grant the accompanying leave because it is an obligatory leave that is not refused.
Documents required from the accompanying leave provider (husband/wife)
The papers shall be sent to the university sufficiently before the start of the leave so that the necessary approvals can be taken. In the event that the papers are not completed, they are sent back to the faculty.
1. A request submitted by the applicant stating the duration of the leave, its start and end date.
2. Copy (residence / visa) for both husband and wife (valid)
3. A copy of the (passport) for both the husband and the wife, a recent document containing the profession in which they work and attached once upon granting and upon renewal, we are provided with entry and exit visas for the previous period.
4. A recent registration of a marriage certificate on the computer and attached again when granting or when changing (husband or wife) our approvals are made with a recent division.
5. In the case of the (husband/wife) working in a government agency, he shall submit an approved and stamped copy of the executive order for the leave issued by the employer.
6. An acknowledgment not to work while on leave except after the university approves the nature of the work and when working on it, submit a contract bearing the required documentation.
7. In the event that the (husband / wife) does not work in a government agency, he must submit the following:
* Administrative certificate that he does not work in the government or the public sector in Egypt.
* Notarized work contract showing the stamp of labor representation + stamp of the Chamber of Commerce in the country + Egyptian Consulate authentication + Foreign Ministry authentication in the country from which the contract was issued, provided that the contract term is the same as the leave period
8. Obligation to provide us with the member's insurance and pension payment receipts.
Childcare leave
Laws and resolution regulating childcare leave
1- Law 81 of 2016:
Article 53 Paragraph (3):
Subject to the provisions of the Child Law, a female employee is entitled to unpaid leave to care for her child for a period of two years at most at one time and a maximum of six years for the duration of her work in the civil service.

Childcare leave may be granted with travel permitted as long as the reasons are available, provided that it is ascertained that the travel is not for the purpose of work.
In the case of a request for a leave to take care of the child after obtaining a scientific assignment or a secondment, it is not required to receive his master to work and then agree to grant the child care leave because it is an obligatory leave that is not refused.
Documents required from the childcare leave provider
The papers shall be send to the university sufficiently before the start of the leave so that the necessary approvals can be obtained. In the event that the papers are not completed, they are sent back to the faculty.
1. Request for leave in accordance with the attached request.
2. A recent “computer” birth certificate for the child.
3. A certified and sealed declaration not to work during the leave in accordance with the law.
4. Acknowledgment of commitment to all laws and decisions issued by the university in this regard.
5. A declaration not to travel during the leave.
* In the case of leave, with permission to travel during the leave.
* Leave application stating the reason for travel and the destination of travel.
Sick leave
Laws and resolution regulating sick leave
1- Law 49 of 1972:
Article 93:
Without prejudice to the provisions of Law No. 112 of 1963 in the matter of chronic diseases, every three years a faculty member who spends in service shall have a sick leave with full salary for a maximum period of one year.
If, at the end of the year, the faculty member is unable to return to his work, the president of the university may authorize the extension of the leave for a period not exceeding one year, provided that it is three-quarters of the salary.
The state guarantees, at its expense, the treatment of faculty members who fall ill due to work, in accordance with what is indicated in the executive regulations.
University Board Resolution 30/3/2009 session
The president of the university referred to the position of a faculty member if he stops his work without permission after the expiry of the period for which he was authorized, such as a secondment, an academic assignment, a spouse accompanying leave, or any other leave. On 5/1/2019.
1. If a faculty staff returns within a month after the end of his leave, this period shall be bypassed and the work shall be handed over upon his return and payment of his salary, and it shall be considered an unpaid leave.
2. A faculty staff shall be considered resigned if he has been absent from work for more than a month.
3. If he returns before the passage of six months at most from the date of the interruption, the work shall be handed over upon his return, and his salary shall be disbursed as of the date of receiving the work and shall be referred for investigation to implement the law.
4. If a faculty staff returns after 6 months of leave, the work is not handed over to him, and measures are taken to terminate his service once six months have passed.
The resolution of the University Board session 25/2/2019
- A faculty staff who has been over three years since the beginning of the service may be granted a sick leave for one year with a salary after presenting the medical reports submitted by his Excellency to the medical advisor to express an opinion on it.
- The sick leave may also be renewed for another year with three quarters of the salary after presenting the medical reports submitted by his Excellency to the medical advisor to express an opinion on it.
- In the event that his sovereignty requests an extension for another period, the matter is referred to the medical commission to express an opinion on the extent of the member’s ability to return to work or not. Based on the opinion of the medical commission in the case of his sovereignty, the extension is approved or his master is obligated to return and receive work or refer him to early retirement.
- In the case of a faculty staff requesting a sick leave, the following conditions must be met:
1. A request submitted by the member.
2. Approval of the department and college council on the leave (with salary / without salary).
3. The necessary medical reports are certified and sealed by the university hospitals affiliated with Ain Shams University.
4. Data form - a status statement issued by the General Administration of Faculty Affairs at the university.
Regular Leave
Within a month, it is granted by the college, and the university is informed of the vacation balance and a copy of the executive order issued by the college to be kept in the file.
In the event that the leave with travel permission is granted by the university with the approval of Vice President of the University on the authority of the president of the university.
The most important resolutions regulating the affairs of faculty staff:
1- Approval of what was stated in the letter of the Supreme Council of Universities, which states that the university bears the expenses of examining scientific production for the first time, in order to obtain the title of assistant professor or professor for applicants for promotion through universities subject to the law of organizing universities and its executive regulations and addressing the Supreme Council of Universities’ recommendations session 22/5/2017.
2- Approval of the nomination of a professor from each specialization to consider the grievances submitted to the office of the Vice President for Graduate Studies and Research from the faculty members applying to the faculty promotion committees of the Supreme Council of Universities (Assistant Professor / Professor) so that the candidate is from Outside the committees for promotions of faculty members in the Supreme Council of Universities.
3- Approval of the students nominated for a teaching assistant post (effective training course) at the Training and Development Center at Ain Shams University in the first semester of the academic year from the date of their candidacy.
4- Taking note of the recommendation of the Higher Committee of the Scientific Committees of the Supreme Council of Universities, in its session on 4/8/2019, to agree not to accept and study the grievances referred by the professors, vice-presidents of universities, which passed the approval of the University Council on the report of the Scientific Committee not to be promoted for more than a year.
