Dr. Ayman Ashour, Minister of Higher Education and Scientific Research, announced a republican decision was issued to appoint Dr. Mustafa Refaat, Secretary General of the Supreme Council of Universities for a period of 4 years.
It is worth noting that dr. Mustafa Refaat obtained his master’s and doctoral degrees from the University of Liverpool - United Kingdom. He also worked as a lecturer and researcher at the University of Liverpool on several projects in the Building Technology Research Unit at the University of Liverpool and was a certified consultant by the British Acoustics Institute, where he taught degrees for international accreditation in this field. In international centers across the UK and Europe.
He also held many positions, including a researcher in projects funded by the Engineering and Physical Sciences Research Council in England (EPSRC), and taught many training courses related to building technology, installations, and advanced architectural details in many European and Egyptian universities at the undergraduate and graduate levels. The position of General Supervisor of Technical Affairs at the New Urban Communities Authority at the Ministry of Housing and Urban Development. He also established the “Environmental Urbanism” architecture program in the Faculty of Engineering at Ain Shams University, where he held the position of Program Director for three years, as well as Deputy Director of Credit Hours Programs, then worked as Director of Credit Hours Programs at that time, he established dual degree paths with a British university in the United Kingdom, which allowed students of the Faculty of Engineering at Ain Shams University to obtain a bachelor's degree from Britain by studying at the Faculty of Engineering, Ain Shams University, which was considered the first of its kind for a government Faculty, and he also held the position of director International Cooperation Office at the Faculty of Engineering, and Director of the Engineering and Architectural Consulting Unit at the Faculty of Engineering, at Ain Shams University.
He also occupied Dr. Mostafa Refaat held the position of Director of the Sustainable Development Unit in Research for the Built Environment (SDBE) at the Faculty of Engineering – at Ain Shams University and worked as Director of the International Cooperation Department at Ain Shams University, Vice Dean of the Faculty of Engineering, at Ain Shams University for Education and Student Affairs, and Advisor to the Minister of Higher Education and Scientific Research for International Cooperation.
Also, Dr. Mustafa Refaat contributed to developing educational strategies, especially linking industry partners and the academic field through developing curricula and teaching and learning strategies and integrating them with the practical and applied climate outside the walls of the faculty and the field training system, and linking them to the labor market and full consistency and bridging the gap between the graduate’s competencies and the actual needs of the labor market locally and internationally. He also created the faculty's educational climate by developing various student activities, developing academic advising systems, and moral support systems for students. During his tenure, he accredited more than 18 academic programs out of 22 programs within the Faculty of Engineering – at Ain Shams University, as well as obtaining international accreditation for the architecture and communications programs from International accreditation institutions in America and Britain and the advancement of 10 other international accreditation programs. He also held the position of arbitrator for research projects funded in partnership with academic institutions in the United Kingdom, France, Italy, and Germany, and an engineering consultant in the fields of design and smart building technology, especially architectural acoustics.
Dr. Mustafa Refaat has many international and varied experiences as a consultant in the field of building sciences, which includes more than thirty years of professional practice and consulting studies, as well as studying the environmental dimensions of buildings. His experience also varies in urban projects and various types of architectural buildings at the local and international levels, including Projects in the Middle East, the Gulf, and Europe, and he has published more than 100 scientific papers that have been published in prestigious international scientific journals in his field of specialization.
