Opening of the Private-Government Partnership Conference at Faculty of Commerce

Prof. Dr. Hussein Essa, Chairman of the Committee for Planning and Budget in the House of Representatives and the former President of Ain Shams University, inaugurated a conference between the private sector and government agencies organized by the Accounting and Auditing Department at the Faculty of Commerce, in the presence of Prof. Dr. Nazmi Abdul Hamid, Vice President for Community Service and Environment Development.

Prof. Dr. Hussein Essa pointed out that the accounting department at the Faculty of Commerce, Ain Shams University, has been the first to discuss the important issues related to the economy and public finance of the country. He pointed out that the partnership between the private sector and administrative bodies in service projects, but did not do enough in Egypt due to the lack of projects in this pattern, calling for the need to amend some legislative, procedural and administrative materials in order to come up with recommendations to the decision makers to activate the partnership.

Prof. Dr. Nazmi Abdul Hamid, Vice President for Community Service and Environment Development, said that this year's conference will discuss a topic of the arena that is consistent with the general direction of state institutions, particularly in the fields of infrastructure and public utilities. The focus is on the accounting and tax dimensions of these projects and these partnerships on the overall performance of the Egyptian economy and also reducing the budget deficit. He announced that the building of the Faculty of Commerce Branch of the El-Obour city will be established in accordance with the system of partnership between the public sector and the private sector.

Prof. Dr. Khaled Kadri, Dean of the Faculty and President of the Conference, said that the partnership between the public and private sectors was chosen as the theme of this year's conference because it is one of the most important mechanisms to achieve economic development, which will contribute to solving the economic problems facing the Egyptian economy. It is also important as the government achieves a growth rate of 5.3% in 2018/2019 and reached a target growth rate of more than 6% for the fiscal year 2019-2020.

Prof. Dr. Hayam Wahba, Vice Dean for Graduate Studies and Research and Vice-President of the Conference, explained that the focus of our conference this year was not coincidental, but in fact comes in the context of the strategy of Ain Shams University that seeks to link the axes of the Plan of Sustainable Development and 2030 Vision.

The conference will discuss 20 research papers over two sessions, all of which aim at shedding light on the value added of the partnership projects, the benefits and implications of the partnership, the performance indicators of the public-private partnership, the accounting and financial problems of the partnership, the analysis of transaction costs and cost management tools.
