1. Teaching Assistants Jobs:
Teaching Assistant - Associate Professor

2. Faculty Staff Jobs:
Lecturer- assistant professor - professor - full-time professor

3. Laws applicable in this field:
- Law No. 49 of 1972 on regulating universities and its amendments.
- Law No. 84 of 2012 on amending some provisions of the Universities Organizing Law promulgated by Law 49.
- Law No. 84 of 2016 (the Civil Service Law) regarding civil servants in the state and its amendments.
- Law No. 152 of 2019 amending some provisions of the Universities Organizing Law promulgated by Law 49.
- Some other laws (Pensions Law, Childhood Law, etc.).

4. Methods of Appointment for Teaching Assistants:
- Appointment by assignment.
- Appointment by announcement “demonstrator, if any, assistant teacher, teacher, assistant professor, professor).

5. Methods of Appointment for Assistant Lecturer:
Appointment from among the teaching assistants (without announcement) "the five-year plan for each year".
Recruitment by announcement.

6. Conditions for appointing teaching assistants:
A very good cumulative general grade.
Obtaining a good grade, at least in the major or its equivalent.
Good behavior.
If there is no one among the applicants who has a very good general grade, it is permissible to be appointed among those who have obtained a good general grade // provided that a very good grade is obtained at least in the major or something equivalent to it.

7. Procedures for appointing teaching assistants:
Preparation of the five-year plan:
- It shall be established by the Department Board.
- It is approved by the Faculty Board.
- It is approved by the University Board.
It may not be amended except with the approval of the University Board and based on justifications accepted by the Board.
The scientific department sets the announcement format according to the five-year line approved by the University Board.
The Faculty Board approves the formation of the announcement.
It is presented to the University Board if the announcement includes special conditions other than those stipulated in the Universities Organizing Law (Article 141).
Publishing the announcement in two widely distributed daily newspapers.
Submitting applications until the end of the announcement.
Examination of the applicants’ papers and the extent to which the conditions of announcement are applicable to them through an administrative committee from the General Administration of Faculty Affairs formed by a decision of the Dean of the Faculty
Preparing comparative lists of applicants who meet the conditions of the announcement and their descending order according to the appointment priorities and the text of Article 136.
The approval of the relevant department Board on the nomination.
The approval of the Faculty Board on the nomination.
The university president’s approval of the nomination.

8. The rules of comparison between applicants for a teaching assistant job:
A higher overall grade is preferred.
In case of equality, the winner with a higher total score is preferred.
In case of equality, the one with a higher grade in the major is preferred.
In the event of equality in the above, the holder of higher grades in the specialty subject is preferred.
In the event of equality in the above, the highest qualified, then the oldest graduate, then the oldest one will be preferred.

9. Assignment of Teaching Assistant:
It is the appointment of a teaching assistant without announcement, in which the first batches are appointed according to the five-year plans from among those who have obtained a general grade of at least very good and a grade of at least very good in the specialty subject or its substitute, and that is among the last two consecutive batches.

10. Assignment terms
To have a very good GPA
To have a good GPA in the major.
To be of good conduct.
To be of Egyptian nationality.

11. Methods for appointing Assistant Lecturer:
- Among the teaching assistants (the original appointment of assistant teachers).
- By announcing from non-teaching staff.

12. Conditions for appointing Assistant Lecturer:
Obtaining a master's degree within the legal period.
Good conduct and reputation.
Obtaining 6 training courses within the framework of the project to develop the capabilities of faculty members and leaders.
To be the oldest teaching assistant holding a master's degree in the faculty.
Recommendation from the supervisor of the master's thesis in case of announcement.

13. Procedures of appointing Assistant Lecturer (among teaching assistants)
The teaching assistant applies for appointment to the post of assistant teacher, accompanied by a master's degree and a statement of training courses.
The Dean of the Faculty refers the application to the relevant department for approval.
The budget is addressed according to the five-year plan.
Faculty Board approval.
The approval of the university president.
Issuance of the executive order (financial).
It is noted that seniority is considered from the date of approval by the university president.

14. Appointment of assistant teachers by announcement
If the department needs assistant teacher positions, these jobs will be announced according to the following procedures:
Preparing the announcement format of the scientific department.
The approval of the Faculty Board.
If the announcement includes special conditions in addition to the conditions stipulated in the law, the announcement shall be submitted to the University Board.
Publication of the announcement in the official newspapers.
Address the budget to provide the degree.
The approval of the university president on the appointment.

15. University appointment procedures for faculty staff
The appointment at the university must be by announcement.
The appointment should be from among the faculty staff (Lecturer, Associate Professor, professor).

Announcement

1. Jobs are announced at the request of the department in the Faculty in which the advertisement is requested (Lecturer, Associate Professor, professor).
2. The subject is presented by the university administration after we have provided us with the conditions to be met by the applicants and the committee formed by the Faculty that made the advertisement.
3. The announcement is published in two official newspapers and on the website. Applications are submitted centrally at the Department of Faculty Affairs after obtaining the approval of the University Board.
    - Forming committees to examine the applicants’ papers and the extent of the applicability and conditions of the announcement.
    - These administrative committees prepare comparative transcripts and submit them to the specialized scientific department, which the latter forms scientific committees of professors, assistant professors or specialists from others to examine the master’s thesis and its applicability with the terms of the advertisement.

Applicants who meet the conditions are ranked according to the following:
1. A holder of a higher grade in a master's degree is preferred.
2. In the event of equality, the holder of a higher GPA is preferred.
3. In the event of equality, the oldest graduate and the oldest one shall be preferred.
4. The approval of the department Board on the nomination.
5. The approval of the Faculty Board on the nomination.
6. The approval of the university president for the nomination.
7. Fulfilling the employment documents.
8. Issuance of the appointment decision.
9. Start Duty Consent.
10. Issuance of the (financial) executive order as well as the appointment procedures, item (14).

* Conditions of appointment as a lecturer
In addition to the general conditions for the positions of faculty members, whoever is appointed as a teacher is required to:
1. Six years have passed since obtaining the first university degree.
2. If he is an assistant teacher or teaching assistant, he must, in addition to the above, be committed in his work and conduct, since his appointment as a teaching assistant or assistant teacher, to his duties and improve their performance, and if he is from others, he must be committed to the competency required for teaching.
  * The assistant teacher applies for appointment to the post of teacher accompanied by a doctoral degree and a statement of training courses.
  * The department serves as the permanent scientific committee, and there is a possibility:
    1. The presence of three professors with the same specialization within the department. In this case, a committee is formed from the department, as it does not require the approval of the Faculty Board or the approval of the university president.
    2. The absence of three professors in the same specialization within the department, and in this case a committee of three professors or assistant professors is formed by a decision of the university president after presentation to the Faculty Board.

After the approval of the university president, there will be an examination report that will be presented to the department Board for approval of the appointment.
* Approval of the Faculty Board on the appointment.
* The approval of the University Board
* (Article No. 76) of the Universities Organizing Law states: “The relevant department council shall assume the task of the scientific committee for applicants for a teacher position. In case of impossibility or impossibility, the committee is formed by a decision of the university president after taking the opinion of the college or institute council from three members Professors or assistant professors in universities subject to this law, or specialists from others.
* As (Article No. 55) of the executive regulations of the same law states: “The relevant department council assumes the task of the scientific committee for applicants to fill the position of a teacher, and in the event the department is vacant with three professors or specialized assistant professors, the committee is formed by a decision of the university president after taking the opinion of the university council. The college consists of three members who are professors or assistant professors in universities subject to Law No. 49 of 1972 or specialists from others.
* Whoever noticed that if the department is vacant of three specialized professors or assistant professors, the appointment topic is presented to the college council in two separate sessions, the first in the event of forming a committee and the second to consider approval of the appointment

Documents required to appoint a lecturer:
1. Approval of the department and faculty board.
2. PhD certificate
3. Attending 6 training courses.
4. Job status statement.

* Conditions for appointment to the post of Assistant Professor
 In addition to the general conditions for the positions of faculty members, whoever is appointed as an assistant professor must:
First: For teachers from within the same university:
1. He must have held the position of a teacher for at least five years in a university or in a scientific institute of his class.
2. Or spending five years since obtaining a doctorate degree or its equivalent, provided that at least thirteen years have passed since obtaining the first university degree, if it is decided to advertise that job at another regional university.
3. Approval of the permanent scientific committee in the same specialty for promotion after examining the innovative scientific research or construction works submitted by him.
4. To be committed in his work and conduct since his appointment as a teacher to the duties of the faculty members.

Second: For teachers from outside universities (announcement or transferring from one university to another):
1. At least five years have passed since obtaining a doctorate or its equivalent.
2. At least 13 years have passed since obtaining a university degree.
3. Conducting published scientific research after obtaining a doctorate approved by the permanent scientific committee with specialization.
4. Availability of the competency required for teaching.

Documents required to appoint an assistant teacher
1. Approval of the department and faculty board
2. Scientific Committee resolution
3. Attending 6 training courses
4. Job status statement

* Conditions for Appointment as Professor
In addition to the general conditions for faculty positions, whoever is appointed as a professor is required to:
First: For assistant professors from within the same university:
1. He must have held the position of assistant professor for at least five years in a university or in a scientific institute of his class.
2. Or ten years have passed since obtaining a doctorate degree or its equivalent, provided that at least eighteen years have passed since obtaining the first university degree, if it is decided to advertise that job at another regional university.
3. Approval of the permanent scientific committee in the same specialty for promotion after examining the innovative scientific research or construction works submitted by him.
4. To be committed in his work and conduct since his appointment as an assistant professor with the duties of the faculty members.

Second: For assistant professors from outside universities (advertisement):
1. At least ten years have passed since obtaining a doctorate or its equivalent.
2. At least 18 years have passed since obtaining the first university degree.
3. Conducting published scientific research after obtaining a doctorate approved by the Permanent Scientific Committee in the same specialty.
4. Availability of the competency required for teaching.

Documents required to appoint a professor
1. Approval of the department and college council.
2. Scientific Committee Decision
3. Attending 6 training courses
4. Job status statement

* Conditions for appointment to faculty staff positions in general:
- Obtaining a doctorate or its equivalent from an Egyptian university in a subject that qualifies him to fill the job, or from another scientific institute at home or abroad that the Supreme Council of Universities considers to be considered a doctorate.
- To be of good conduct and reputation.
- To be of Egyptian nationality.

General provisions of the appointment of faculty staff:

* If there are no financial degrees for the positions of professors and assistant professors, and there are permits of the Scientific Committee to promote them, where they are given the scientific title, if they are placed in the next fiscal year, and they are given the salary of the higher job and its allowances, considering not to combine the promotion and periodic allowance.
* The date of granting them the scientific title shall be the basis for seniority and for applying to the next job.
* For faculty staff (professor, assistant professor) who have been granted the scientific title during the fiscal year, the financial grades for their masters are calculated as of 1/7 of each year, while keeping seniority.
* A professor who has been in the position for ten years is entitled to the financial link of the Vice President of the University.
* Faculty positions are announced twice a year.
* A faculty staff who occupies a job in an Egyptian university subject to the Universities Organizing Law may not apply for a job announced at the same university except by transfer.
* It is not permissible to appoint anyone to the position of a teacher, nor to appoint anyone who is not a faculty member to the position of professor or assistant professor, unless he is present in the Republic.
* It is not permissible to appoint a faculty staff to the position of professor or assistant professor after the end of the secondment, scientific mission or leave to accompany the spouse, except after his return to work.

Non-promotion Topics
- A request not to be promoted is submitted to the department board at the faculty staff’s faculty by taking the opinion of the Supreme Council of Universities (Scientific Committee) of the applicant, due to the failure to pass the required research, and applying again after a period to be determined by the committee.
- Passing the seniority must be before the university council.

Department heads: Article 56 Law 49
The head of the department is appointed from among the oldest professors (if any) and in the absence of professors in the department, one of the assistant professors will act as the head of the department after the approval of Mr. A. D / the president of the university.

Article 122:
As an exception, full-time professors appointed in accordance with the provisions of the previous article may be entrusted with the duties of chairing the department council if there are no professors in the department, and this is by a decision of the university president at the request of the college or institute council after consulting the concerned department council.

Transfers: Article 81 Law 49
- A faculty staff applies for transfer from one university to another.
- Approval is obtained from the transferee by the university council, and the opinion of the faculty council and department council of the university to which he is transferred, if any, is taken.
- Transfer takes place in the event of a degree being managed by the authority to which he is transferred or through the central agency.
- Transfer without a financial degree is done in agreement with the university to which it is transferred.
- The subject is presented to the University Board for approval of the transfer.

Practicing the profession Article 100 of Law No. 49
- A faculty member submits a request to the college dean for approval to practice the profession outside of official working hours.
- The department and the dean of the college are approved.
- The presentation is carried out a. D / the president of the university to approve his request.
- Establishment of the company
- A faculty staff applies to the dean of the college for participation or membership in the establishment of the company specified by the faculty member.
- He submits an acknowledgment to the Dean that the establishment of this company does not affect his work at the college - or that he is not a member of another company or bank.
- The Minister is addressed through the President of the University to provide us with the approval of a ministerial decision for the establishment or membership of the required company.

The letter includes:
- Company Address.
- Not affecting his work at the faculty.
- Not participating in the membership or founding of another company or another bank.
- The Company's name.

Petitions
- Petitions are submitted to faculty members via e-mail, and the petition is studied, and its complaint is presented to Vice President of the University for Postgraduate Studies and Research to present the topic to university president.
- As for the scientific committee’s grievances regarding the lack of promotion, the grievance is submitted through the Supreme Council of Universities, and it is clarified that the research submitted by his Excellency is the same as the research presented in the first period after being presented to the University Board.
