Management of agreements and cultural exchange

It is the department responsible for the cultural exchange between Ain Shams University and other universities (foreign or Arab) and entrusted with concluding agreements and memoranda of understanding in order to enhance cooperation between the university and other parties.

Procedures of managing agreements and cultural exchanges

Implementation of the controls related to the processes of concluding a new agreement, renewing an agreement, proposals for an executive program (travel - recruitment) of visiting professors.

Field of application

Faculty staff and their assistants and students in all faculties and institutes of the university.

Agreements

Definition of the agreement: It is a set of binding clauses agreed upon between the two parties (the university, other parties) and it is similar to a contract.

Procedures of concluding mutual memoranda of understanding

- The memorandums of understanding shall be received from the faculties of the university or the competent authorities after the approval of the Cultural Relations Committee in the faculty and the faculty council, and they shall be in the form of items divided into different sections, explaining the financial transaction that will be followed regarding the implementation of each item and the duration of the memorandum of understanding.

- Then the memorandum of understanding is submitted to the Agreements Committee for study and presentation

- In the event of an amendment to the memorandum of understanding, it is sent again to the faculty to add the required amendment

- In the event of approval, it will be submitted to the Council of Graduate Studies, Research and Cultural Relations, and then to the University Council

- After the approval of the University Council, a copy of the memoranda of understanding is sent to the General Administration of Cultural Relations at the Ministry of Higher Education translated into Arabic for the memoranda of understanding (in English) to obtain security and political approvals. The memoranda of understanding and cooperation agreements are uploaded to the platform of the Ministry of Higher Education and Scientific Research.

- Copies of memorandums of understanding and their translation, after completing the specification form, are sent to the Supreme Council of Universities for approval.

- After receiving the security and political approvals of the memoranda of understanding, they become valid for implementation and signature.

- The agreements also include the Erasmus program, and the Erasmus + program, which are programs of the European Union and the main objective of which is to improve the quality of education through the exchange of faculty members and students and facilitating the movement of students through higher education institutions and take the same procedures of the agreements except for sending to the Supreme Council of Universities, where the letter of the Supreme Council of Universities was mentioned Including that the Cultural Relations Committee, in its meeting No. (139) on 15/9/2019, recommended the following:

- These programs are not agreements or memoranda of understanding, but rather are academic and student exchange grant programs presented to Egyptian and European universities with the support of the European Union to exchange knowledge and strengthen cultural relations between academic institutions.

- Agreeing that these programs are an internal matter for each public university, and that all necessary measures are taken to obtain the approval of the concerned authorities in the event that any of the candidates for these scholarships travels or receives, as is currently followed in accordance with the instructions in the universities, in order to ensure that there is no duplication of work in the authorities concerned and to benefit from these grants due to the limited time frame for them.

• The Supreme Council of Universities recommended on 22/4/2009:

- Not to sign any memorandum of understanding beyond seeking political and security opinion before signing it.

Informing the university by using the term memorandum of understanding instead of an agreement and not signing it before obtaining the approvals of the concerned authorities in this regard.

• As recommended on 10/2/2011: -

- That the memoranda of understanding between the university and foreign or Arab universities or any other bodies are first presented to the university council for approval and sent to the council secretariat to be presented to the Supreme Council of Universities, note that the memoranda containing the granting of a scientific degree are accompanied by the regulations and human and material resources related to it.

Its book was received on 7/5/2017, including:

The necessity of implementing the instructions of Mr. Prof. Dr. / the Minister of Higher Education not to send memoranda of understanding through the General Administration of Cultural Relations.

The decision of the Prof. Dr. / University President No. (821) was issued on 9/28/2020 approving the formation of the University’s Agreements Committee as follows:

Legal representative

Definition of the Executive Program: It is a set of items agreed upon by the two parties (the Egyptian government / the foreign entity).

Procedures for implementing programs

- The executive program shall be received from the Supreme Council of Universities and shall be concluded between (the Egyptian government and foreign or Arab governments) requesting an opinion on the terms of the agreement.

- The faculties shall participate in the surveys and asks them for suggestions to be included in the program.

- The Supreme Council of Universities is informed of the faculties' proposals.

- In some executive programs, faculty members and their assistants are nominated to travel for specific periods, as well as to recruit professors, at the expense of the Ministry of Higher Education in both cases.

- Sometimes students can be nominated for the executive program.

The presence of foreign professors and experts for a specific short period to benefit from them scientifically.

Procedures of visiting professors

The approval of the faculty and the department calling for the visiting professor shall be received, accompanied by the documents of his Excellency (Curriculum Vitae - opinion survey forms - passport copy - visit program).

- The necessary measures have been taken to recruit orphans after receiving the security approval

The university bears a stipend for the visiting professor and round trip tickets

The Council of Graduate Studies, Research and Cultural Relations recommended the session of 20/6/2005:

- Increasing the visiting professor’s remuneration to 3000 (three thousand pounds) instead of 1500 (one thousand and five hundred pounds).

It also recommended at the 10/19/2009 session the following:

Determining the number of visiting professors at a total of (25) visiting professors at the university’s expense:

A total of (26) visiting professors at the university's expense.

The duration of the visit does not exceed seven days, at the expense of the university.

3- It is possible to bring in any number of visiting professors without expenses to the university after the approval of Prof. Dr. / the president of the university.

- The letter of the General Administration for Survey and Information stated on 5/8/2016 that the opinion poll is conducted at least one month before the foreigner’s attendance.

It is received from the Supreme Council of Universities or the Ministry of Higher Education to know the university's opinion on cooperation and the benefits of cooperation

Sometimes the Ministry of Higher Education asks about the letters received from the Ministry of Foreign Affairs in the event that a foreign university wants to cooperate with Ain Shams University to specify a contact point from the university and its data so that the Ministry of Higher Education sends it to the Ministry of Foreign Affairs with a request to specify a contact point from the foreign university, then the ministry sends The point of contact for Ain Shams University so that communication between the two universities can be reached to reach a cooperation agreement between the two sides

Procedures of general issues

A letter is received from the Supreme Council of Universities or the Ministry of Higher Education to know the views of the university in cooperation with any university or entity (Arab or foreign)

A letter is prepared for all colleges or colleges concerned to know their views on cooperation

All faculties responses are collected and sent to the Supreme Council of Universities or to the Ministry of Higher Education
