The President of Ain Shams University inaugurates the training program to develop the skills of lawyers in the General Administration of Legal Affairs

This morning, Prof. Mohamed Diaa Zain El-Abedeen, President of Ain Shams University, and Prof. Ghada Farouk, Vice President of the University, opened the training program “Developing the Skills of Lawyers in the General Administration of Legal Affairs,” which is held by the Center for Legal and Economic Studies during the period from 2/18/2024 to 3/4/2024 for 77 lawyers over 65 training hours.

Prof. Mohamed Diaa Zain El-Abedeen, President of Ain Shams University, welcomed the attendees, appreciating the effective role provided by the Faculty of Law, stressing the importance of developing the human factor in addition to developing the university’s infrastructure and new buildings. From this standpoint came the idea of preparing training courses in a number of fields in cooperation with the university’s various faculties from During the preparation of a package of programs to develop training programs for faculty staff.

He also directed an opinion poll from the trainees regarding what training programs they needed for the university to provide in the near future.

Prof. Ghada Farouk, Vice President of the University, indicated that such courses are the beginning of a strong series of training programs based on the expertise of the employees, wishing success to all the trainees.

         
   
         

During his speech, Prof. Muhammad Safi, Dean of the Faculty of Law, welcomed the attendees, and extend sincere thanks and appreciation to the university administration, headed by Prof. Mohamed Diaa Zain El-Abedeen for his continued support for the Faculty of Law, his conviction of the importance of the role played by the Faculty, and his strong desire to develop work mechanisms in all university institutions, which is what is being achieved today by members of legal affairs, whether in the General Administration of Legal Affairs or in the various faculties of the university, as they are entrusted with defending the university before the legal bodies and concluding legal contracts, as well as investigations and disciplinary councils, through the assistance of elite Faculty professors and elite members of judicial bodies to present this training program so that it bears the fruits for which it was prepared.

The training program discusses the pillars of the administrative decision, the legal system for the validity and invalidity of administrative decisions, types of administrative decisions, enforcement of the administrative decision, implementation of the administrative decision, the problems of forced implementation and its applications, in addition to stopping the implementation of the administrative decision, the legal aspects of grievance against administrative decisions, practical aspects of grievance against administrative decisions, and Prof. Ramadan Batikh, professor of public law at the Faculty, Faculty. Raymond Maher, first general prosecutor of the Administrative Prosecution Authority, gave lectures.

The program also discusses appointment to the public job, the rights of the public employee (financial rights - vacations), the duties of the public employee, the conditions of employees during their careers (assignment - secondment - transfer), the end of the public employee’s service: retirement - death - resignation, the end of the general employee’s service, due to job error (discipline), the principles, procedures and skills of administrative investigation, the skills of filing administrative lawsuits, administrative disputes and defense plans, the distinction between the administrative contract and the civil contract, the conditions of the administrative contract, the types of administrative contracts, the means and methods for the administration to choose the contractor, the implementation of the administrative contract, the advantages of the administration during the implementation of the administrative contract.

Soha Al-Saadani, Head of the Administrative Prosecution Authority, Administrative Prosecution Authority, Prof. Ramzi Al-Shaer, Prof. Mohamed Saeed Amin, Professor of Public Law at the Faculty, and Advisor. The program also includes termination of the administrative contract, judicial jurisdiction to settle administrative contract disputes, arbitration in administrative contract disputes, the importance of international agreements, their types and legal value, alternative means of resolving disputes, skills for drafting international agreements, the most important English legal terms in the field of preparing international agreements, the most important terms, English legal terminology in the field of contract drafting, the most important English legal terms in the field of negotiations, practical training on the steps of submitting a tender, a simulation of the steps of awarding a tender, and a hypothetical case on the administration’s right to change the terms of the contract after awarding.
